Reduces audio file size by resampling to a lower sample rate using the Web Audio API's linear interpolation resampler. Lower sample rates capture less high-frequency content but result in much smaller files. The output is a WAV file at the selected sample rate. A 44.1 kHz stereo WAV at 16-bit is approximately 10 MB per minute; at 22 kHz mono it drops to about 2.5 MB per minute.
